Administrative infrastructure for consequential AI

Validate
before execution.

JusticeTree defines the missing infrastructure layer between an AI-assisted recommendation and real-world action. The framework establishes the conditions a future implementation would validate before consequential action can proceed.

01 — The Execution Gap

Accuracy is not execution integrity

AI can produce a sound recommendation and still trigger an invalid action.

Most AI systems are built to improve the quality of an answer. They do not determine whether the institution has authority to act, whether the evidence is sufficient, whether the timing is valid, or whether the proposed action matches the decision. That missing layer is the Execution Gap.

See how the gap is closed
Model-centered systems Accurate recommendation → Uncontrolled action

The model is evaluated. The execution path remains unverified.

JusticeTree Recommendation → Validation → Controlled action

This is the target platform model: execution would be permitted only when every required condition is valid.

The validation layer in one view.

Recommendation enters as a proposal. The diagram shows the intended JusticeTree architecture for validating conditions before controlled release or safe-state routing.

02 — The validation layer

The JusticeTree standard

Validation Before Execution™

Before a consequential action occurs, JusticeTree verifies four required conditions in sequence. If any volume cannot be validated, the action does not proceed by default in the target platform design; the execution path is held or routed to a controlled safe state through controlled pilots.

01 Authority Who may act?
02 Evidence What supports it?
03 Timing When may it occur?
04 Execution How must it happen?
Validated outcome Action eligible
01

Authority Validation

Is this actor allowed to decide?

Confirms identity, jurisdiction, delegated power, consent, and the legal or organizational basis required to take action.

Mandate
02

Evidence Validation

Is the decision adequately supported?

Tests whether sources are relevant, complete, current, traceable, and sufficient to support the proposed outcome.

Substance
03

Timing Validation

Is action permitted at this moment?

Checks sequence, deadlines, notice periods, waiting periods, data currency, and all conditions that must exist before action.

Sequence
04

Execution Validation

Will the action match the validated decision?

Confirms that implementation, notification, safeguards, and remedies match the authority and evidence already validated.

Action
03 — Administrative infrastructure

Execution integrity

The missing layer between recommendation and action.

JusticeTree is not a compliance platform, audit platform, or AI governance dashboard. It is administrative infrastructure designed to convert institutional authority, evidence requirements, timing rules, and execution conditions into controls inside the action path itself.

01

Validation Before Execution™

Defines the mandatory validation gate for the target execution pathway.

02

Safe-State Routing™

Development-stage routing design for moving unresolved actions to a controlled state.

03

Proof of Inaction™

Development-stage control design for preserving non-action when validation fails.

04

Controlled release

Defines action eligibility after all four validation volumes resolve successfully.

04 — Use cases

One infrastructure layer. Many public duties.

For decisions that affect
people’s lives and rights.

01

Government

Administrative decisions

Validate agency authority, record sufficiency, procedural timing, and the execution of AI-assisted public decisions.

02

Healthcare

Coverage & care administration

Add execution controls to coverage decisions, prior authorization, utilization decisions, and other consequential administrative workflows.

03

Legal Services

Case & claims administration

Control case actions across authority, evidence, deadlines, obligations, notices, and procedural conditions.

04

Benefits Administration

Eligibility & delivery

Verify that eligibility determinations are authorized, evidence-based, timely, and delivered exactly as approved.

05

Housing

Access, eligibility & enforcement

Validate decisions involving applications, assistance, notices, enforcement, and other actions with direct human consequences.

06

Regulated Environments

Enterprise decision controls

Give operators and institutions a common execution-control layer for consequential AI-assisted action.

For institutions, partners & investors

Build trust before the system takes action.
